The Harris County District Attorney's Office is seeking to interview two individuals who were allegedly in the backseat of an Immigration and Customs Enforcement vehicle during an incident on Saturday where an ICE agent struck a man. District Attorney Sean Teare stated that his office has identified the two ICE detainees, who were picked up by federal agents prior to the encounter with Miguel Parra-Hernandez.

Teare informed ABC News that his office was unable to interview the individuals at the scene because federal agents had already transported them to a detention facility. The DA's office has contacted the federal government to arrange interviews with these individuals, considering them material witnesses in the ongoing investigation into the incident.

According to ICE, an agent was pursuing Jose Mendoza-Cervantes, a Mexican national with a criminal record and a final order of removal, when the agent observed him entering a vehicle with Parra-Hernandez. Both Mendoza-Cervantes and Parra-Hernandez, who is alleged to be undocumented, reportedly fled their vehicle on foot when the ICE agent attempted to conduct a traffic stop.

Surveillance video reviewed by ABC News appears to show the ICE vehicle moving towards the fleeing individual and striking him. An ICE spokesperson stated that Parra-Hernandez ran in front of the vehicle. The agency has called allegations that the ICE agent intentionally struck Parra-Hernandez "reckless and false," asserting that ICE personnel uphold high standards of professionalism and integrity.

ICE has not provided comment on the DA's claims regarding the two individuals in the backseat of the vehicle during the incident. Mendoza-Cervantes remains at large as of Wednesday afternoon.

The incident occurred at a strip mall outside Houston. Investigators are working to piece together the events leading up to and during the encounter. The DA's office is emphasizing the importance of interviewing all potential witnesses to ensure a thorough investigation.

This development highlights the complexities involved in immigration enforcement operations and the subsequent investigations. The DA's pursuit of these witnesses underscores the local law enforcement's commitment to a comprehensive inquiry, even when federal agencies are involved.

As the investigation continues, the focus remains on gathering all available information and testimony. The status and location of the two witnesses are critical to understanding the full sequence of events that led to Parra-Hernandez being struck by the ICE vehicle.
