Israel has announced a tender for 627 new housing units in the Kochav Yaakov settlement, located in the occupied West Bank. The Israel Land Authority published the tender on Thursday, with the project slated for land within the Ramallah and al-Bireh governorate. This move is seen by Palestinian officials as an effort to further isolate Jerusalem from its surrounding Palestinian areas.

The tender marks a significant step from the planning phase to construction and implementation for the expansion of the Kochav Yaakov settlement. The project, approved on April 27, 2025, covers approximately 25.37 hectares (63 acres). The Palestinian Colonization and Wall Resistance Commission (CRRC) stated that the new units are expected to enlarge the settlement's built-up area and reinforce its connections to adjacent settlements and access roads.

CRRC officials criticized the expansion, asserting that it is strategically designed to "deepen the separation between Jerusalem and its Palestinian surroundings." The settlement of Kochav Yaakov is situated between northern Jerusalem and the cities of Ramallah and al-Bireh, forming part of a cluster of settlements administered by Israel under the "Binyamin" designation. The commission noted that the decision indicates a growing investment in the economic infrastructure of settlements, beyond just housing.

This latest tender is one of several actions tracked by CRRC this year aimed at strengthening Israel's control over Palestinian territories. According to CRRC data, Israeli authorities have issued 12 illegal settlement tenders in the first half of 2026. These tenders included 1,138 housing units concentrated in five major settlements, in addition to tenders for industrial zones, offices, nursing homes, and tourism facilities.

The expansion of illegal settlements and increased settler violence in the occupied West Bank have seen a notable surge this year. Palestinian monitors have documented over 11,000 attacks attributed to Israeli forces and settlers across the West Bank since January 2026. These actions occur despite international condemnation of Israeli settlement activities.

United Nations Secretary-General Antonio Guterres has consistently stated that Israeli settlements "have no legal validity" and represent a "flagrant violation" of international law. A 2024 advisory opinion from the International Court of Justice also deemed Israel's settlement policies illegal.

Israel set November 30 as the deadline for construction companies to submit their bids for the 627 units. The rapid progression of this project from approval to tender issuance in just 15 months highlights the accelerated pace of settlement expansion.

The CRRC's findings suggest a deliberate strategy by Israel to solidify its presence and administrative control in the West Bank, impacting the contiguity and viability of a future Palestinian state. The focus on economic infrastructure alongside housing indicates a long-term commitment to the growth and integration of these settlements into the Israeli system.
