CHESTERFIELD COUNTY, S.C. — Two individuals have been charged in connection with the drive-by shooting death of 13-year-old Jacob Duncan, who was killed by a stray bullet over two years ago. The Chesterfield County Sheriff’s Office announced the charges on Wednesday, following an extensive investigation into the Jan. 26, 2024, incident.

Jacob Duncan was in a barn on his property when he was struck and killed by a bullet. The sheriff's office stated that the shooting was not directed at the boy, but rather at another individual present at the location. The incident has remained a focus for law enforcement and the victim's family for over two years.

Caleb Garcia, 23, has been charged with murder, seven counts of assault and battery, possession of a weapon while committing a violent crime, and breach of peace. Garcia is currently serving an unrelated prison sentence in North Carolina for an attempted murder conviction stemming from a shooting that occurred a week after Duncan's death. Arrangements are being made to address the South Carolina charges once his current sentence is concluded.

Amber Moree, 21, faces charges of accessory after the fact of murder, obstruction of justice, and misprision. She was arrested on Tuesday. The sheriff's office indicated that additional charges may be filed as the investigation continues.

Chesterfield County Sheriff Cambo Streater expressed pride in the investigators' dedication, stating that the case had weighed heavily on the community and especially on Jacob's loved ones. He emphasized that the passage of time does not lessen the commitment to seeking justice, and that the arrests aim to provide some measure of comfort to the family.
