Ukrainian President Volodymyr Zelenskyy is scheduled to meet with United States President Donald Trump at the White House on Tuesday, a meeting that could coincide with a crucial U.S. Senate vote on new sanctions against Russia.

This high-level diplomatic engagement occurs as the conflicts in Ukraine and Iran appear to be converging, with Ukraine recently attacking an Iranian vessel in the Caspian Sea. The potential sanctions on Russia, championed by Senator Lindsey Graham, have been pending for months and aim to increase pressure on Moscow.

Zelenskyy is in Washington to attend the funeral of Senator Graham and is also expected to meet with the Senate on Tuesday evening, according to Reuters, citing two Senate aides. The vote on the Russian sanctions legislation could take place the same day.

If enacted, the proposed sanctions bill would impose a 100 percent tariff on goods from the five largest importers of Russian oil and gas, including China and India. President Trump has reportedly sought to add sanctions on Iran to the same bill, a move Ukrainian President Zelenskyy has publicly supported.

The recent escalation in the Caspian Sea, where Ukraine attacked an Iranian tanker believed to be carrying drones and military components to Russia, has heightened regional tensions. Iran has vowed retaliation for the attack.

According to former U.S. ambassador to Kazakhstan and Georgia, William Courtney, Ukraine's action against Iranian ships serves its interests by targeting a key adversary of the U.S. However, Courtney also noted that Ukraine might be wary of becoming too closely aligned with a U.S. military strategy against Iran, which he described as potentially "unpopular."

While the U.S. no longer provides direct financial aid to Ukraine for its war efforts, it continues to supply crucial intelligence for long-range strikes and sells weapons to European allies who then transfer them to Ukraine. The relationship between President Trump and President Zelenskyy has reportedly improved recently, following a reportedly tense exchange in February 2025. The two leaders have agreed to joint production of Patriot air defence interceptors and are nearing a deal on joint drone production.

This convergence of geopolitical events places President Zelenskyy at the center of discussions regarding both the ongoing conflict with Russia and the escalating tensions involving Iran, with significant implications for international relations and U.S. foreign policy.
