The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the Philippines is set to hold its first parliamentary election on Monday, marking a significant milestone in the region's struggle for self-determination. This vote officially concludes the transition period under the Bangsamoro Transition Authority (BTA), an interim government established in 2019.

The election represents the culmination of decades of armed conflict and negotiations between the Moro Islamic Liberation Front (MILF) and the Philippine government. It will serve as a critical test of the Philippine government's commitment to the peace process and the MILF's adherence to democratic principles.

BARMM, located on Mindanao, is home to the Moro people, a Muslim-majority group with a history of self-governance. Their struggle for self-determination intensified after the Philippines gained independence in 1946. Previous attempts at autonomy, like the Autonomous Region in Muslim Mindanao (ARMM) established in 1989, offered limited political and fiscal power and failed to significantly improve socioeconomic conditions, leading the MILF to continue its armed resistance.

The upcoming election is seen as a crucial step toward genuine self-governance for the Bangsamoro people. The establishment of BARMM followed the signing of the Framework Agreement on the Bangsamoro in 2012 and the promulgation of the Organic Law for the Bangsamoro Autonomous Region in Muslim Mindanao in 2018. These agreements granted the region greater autonomy, a regional government, a parliament, and a justice system, transitioning from the ARMM to the new entity led by the MILF-dominated BTA.

However, the election occurs amidst heightened tensions and internal divisions within the MILF. Two factions have emerged: one aligned with MILF Chairman Al Haj Murad Ebrahim and another supporting Chief Minister Abdulraof Macacua. Macacua recently joined the newly formed Bangsamoro Federalist Party (BFP), which will contest the elections against the MILF's political wing.

This political division within the MILF could impact the election's outcome and the future governance of BARMM. The BFP's emergence signals a potential shift in the region's political landscape, challenging the MILF's long-standing dominance.

Analysts suggest that the success of this election is vital for consolidating peace in Mindanao. A fair and peaceful electoral process will demonstrate the viability of democratic governance in resolving long-standing grievances and fulfilling the aspirations for self-determination.

Questions remain about how these internal MILF divisions will play out and whether the newly elected parliament can effectively address the region's socioeconomic challenges and ensure lasting peace and stability.
