Israeli forces raided the United Nations agency for Palestinian refugees (UNRWA) Qalandiya Training Centre in occupied East Jerusalem on Tuesday, an action that officials and analysts interpret as a significant step toward dismantling international refugee protections and asserting control over the West Bank.

The raid, led by far-right National Security Minister Itamar Ben-Gvir, was reportedly carried out under legislation enacted in October 2024 that bans the UN agency. This move has drawn strong condemnation from Qatar, which has voiced concerns about systematic efforts to deprive millions of Palestinians of essential services.

According to Israeli affairs expert Adel Shadid, the operation is part of a broader geopolitical strategy. He explained that the training center is situated next to the historic Qalandiya Airport, and the Israeli objective is to gain full control of this area. The plan involves establishing a large settlement with over 9,000 housing units and a Jewish heritage center, while simultaneously erasing the site's historical Jordanian landmarks.

Shadid elaborated that by annexing these two areas to the Jerusalem municipality, Israel would significantly advance its "Greater Jerusalem" project. This initiative alone is projected to encompass 12 to 13 percent of the West Bank's total area, granting the municipality control over more than 800 square kilometers and severely disrupting Palestinian contiguity.

This expansion, according to Shadid, goes beyond merely impeding the possibility of a future Palestinian state. It explicitly aims to prevent the establishment of any independent Palestinian entity or presence in the territory. The strategic location of the Qalandiya Training Centre on the boundary between East Jerusalem and the West Bank makes it a critical point in this territorial ambition.

Retired Lebanese Brigadier General and military analyst Elias Hanna echoed this sentiment, highlighting Israel's tactical approach. He suggested that Israel is employing a strategy to consolidate control and reshape the demographic and territorial landscape of the West Bank under the guise of security or legal justifications.
