The United States Department of Justice has unsealed an indictment charging five individuals with alleged Russian intelligence-linked plots, including surveillance, recruitment, and planned assassinations. Prosecutors announced Tuesday that the group acted on behalf of Russian intelligence services to carry out attacks and murders internationally and within the U.S.

The charges include conspiracy to finance terrorism, with Yuri Khrameev, Suarez, and Castro facing additional charges of conspiracy to commit murder for hire.

Attorney General Todd Blanche stated at a news conference that the alleged plots included targeting a Russian dissident believed to be residing in the Washington, D.C. area. Justice Department officials detailed how the network allegedly recruited individuals within the U.S. to conduct surveillance on Russian dissidents both domestically and in Lithuania.

According to the indictment, one recruit was reportedly offered $40,000 to make a U.S.-based target "disappear." In a separate alleged incident from the previous year, another recruit was offered $25,000 to carry out a killing in Lithuania. These details suggest a pattern of employing individuals for violent acts under the direction of Russian intelligence.

Russia’s embassy in the U.S. has not yet commented on the charges. Historically, Moscow has consistently denied allegations of orchestrating assassination operations on foreign soil, including within the United States. The U.S. government has previously accused Russia of similar activities, leading to diplomatic tensions.
