Top United States and Russian diplomats convened in Manila to discuss the ongoing war in Ukraine, a significant encounter on the sidelines of the Association of Southeast Asian Nations (ASEAN) foreign ministers' meeting. U.S. Secretary of State Marco Rubio met with Russian Foreign Minister Sergey Lavrov on Thursday, in a discussion reportedly lasting just over half an hour.

The meeting occurred as Ukrainian President Volodymyr Zelenskyy has been actively engaging with U.S. envoys in efforts to re-initiate stalled peace talks aimed at resolving the protracted conflict. The Russian Foreign Ministry stated that Lavrov "reaffirmed Russia’s readiness for a political and diplomatic settlement of the conflict." The ministry also indicated that Lavrov informed Rubio that Moscow remains committed to proposals previously put forth by Presidents Donald Trump and Vladimir Putin during their August 2025 meeting in Alaska.

During the exchange, Lavrov reportedly emphasized that "it was unacceptable to continue supplying weapons to the Kyiv regime." The Russian minister also condemned what he described as a "destabilising policy by European countries, which are still seeking to inflict a ‘strategic defeat’ on Russia." The U.S. State Department provided minimal details, with a spokesperson confirming that Rubio and Lavrov "discussed the US-Russia relationship and the need to end the Russia-Ukraine war."

Beyond Ukraine, the two diplomats were also slated to address the conflict in the Middle East, a region where Moscow has voiced strong disapproval of Washington's military actions against its ally, Iran. Secretary Rubio remarked on Wednesday that the war in Ukraine has, in many respects, hindered the ability of Russia and the United States to find common ground on other international issues. He added that while the U.S. would continue to seek areas for potential cooperation, it fundamentally desires to see the war in Ukraine concluded.

Rubio indicated that the U.S. remains open to participating in efforts to end the conflict should such an opportunity arise. Earlier, Foreign Minister Lavrov had suggested that the meeting would be "useful in any case," expressing a desire to "ask questions and get answers." He specifically mentioned his intention to inquire about recent statements by President Trump regarding the perceived proximity of a settlement.

Discussions aimed at achieving a peace settlement in Ukraine have been largely stagnant. International attention has also been significantly drawn to the escalating situation in the Middle East, potentially diverting focus and resources from the Ukrainian conflict. The complexities of both geopolitical arenas present a challenging backdrop for diplomatic progress.
